        csf - the client socket factory for the created RMI objects. Can be null.
        ssf - the server socket factory for the created RMI objects. Can be null.
        env - the environment map. Can be null.
        Throws:
        IOException - if the RMIServer object cannot be created.
        IllegalArgumentException - if port is negative.
