Oulu (/ˈou̯lu/ , en suédois : Uleåborg /ˈʉːlɛoːˌbɔrj/ ) est une ville de Finlande située sur la côte nord-est du golfe de Botnie, en Ostrobotnie du Nord, dont elle est la capitale

Avec une population de 216 152 habitants en 2024, Oulu est au cœur de la quatrième agglomération de Finlande

C'est le centre administratif, culturel et commercial de la Finlande du nord et du centre.
