Phnom Penh (en khmer : ភ្នំពេញ, romanisation : phnum pɨñ, /pʰnʊm ˈpɨɲ/ ; litéralement : « Colline de Penh ») est la capitale du Cambodge, située dans la moitié sud du pays, au confluent du Tonlé Sap et du Mékong.

Administrativement, Phnom Penh est une province du Cambodge, mais le même nom Phnom Penh désigne aussi une municipalité. En 2019, 2 129 371 Phnompenhois vivent sur les 290 km2 du territoire de la municipalité de Phnom Penh.
