Dans un futur proche, la terre est surpeuplée. Une loi a été instaurée : il est devenu interdit d'avoir plus d'un enfant. Pour avoir enfreint cette règle car leur premier enfant est mort, le capitaine John Brennick et sa femme, deux commandos bérets noirs, sont incarcérés dans une gigantesque prison souterraine : la Forteresse. S'évader de ce centre carcéral ultra-sophistiqué semble impossible…
