Chef des comploteurs contre le roi de Syldavie. Il est le chef suprême d'un parti extrémiste syldave, la « Garde d'Acier », et de son bras armé le Z.Z.R.K (acronyme de Zyldav Zentral Revolutzionär Komitzät : en français Comité Central Révolutionnaire Syldave). On ne le voit pas mais son nom est cité sur le papier que trouve Tintin sur l'un des conspirateurs. Il y donne des consignes aux chefs de sections Z.Z.R.K pour préparer l'annexion de la Syldavie par la Bordurie. Son nom est la contraction de ceux de Mussolini et Hitler.
