Axel Foley a le don d'agacer son supérieur, Todd. Les méthodes bien particulières de ce policier excentrique brouillent fortement les frontières traditionnelles entre malfrats et policiers. Ses collègues commencent à se lasser de le trouver tout le temps mêlé aux truands qu'ils tentent d'arrêter. Aussi Todd prend-il très au sérieux l'assassinat du meilleur ami de Foley et préfère-t-il mettre son virevoltant subordonné en congé plutôt que de le voir foncer tête baissée à la poursuite des meurtriers. Foley s'arrange très bien de ces vacances inattendues et en profite pour se rendre à Beverly Hills, où le conduisent les dernières traces laissées par son défunt ami. Il se met en devoir de retrouver les coupables, à sa manière…
