C'est l'unité de donnée de protocole utilisée par un protocole en mode sans connexion. On désigne souvent sous ce nom la structure de donnée du protocole IP.
L'envoi d'un paquet n'est pas fiable, c'est-à-dire qu'aucun mécanisme ne vérfiera si les données sont correctement acheminées, il s'agit juste d'une séquence d'un nombre déterminé de bit comportant des éléments de service (adresses...) et des données.
