Julien Neel est né en 1976 en banlieue parisienne. Il a arrêté l'école en seconde, après y avoir beaucoup dessiné et très peu écouté, et a commencé à travailler dans le graphisme et la publicité. Puis , il est devenu directeur artistique chez un éditeur de cartes postales à Aix-en-Provence. Il est resté dans la ville, mais a fini par quitter les cartes postales pour poursuivre son travail graphique en indépendant. Il a beaucoup oeuvré pour internet et les jeux vidéo avant de voir ses strips publiés dans le Mégazine Tchô ! Son premier livre, paru en 2004 chez Glénat (collection Tchô !), a donné naissance à Lou et lui a valu le prix Jeunesse au festival d'Angoulême 2005.
